Payment Plan at GovState

Managing your tuition balance is easier with a GovState payment plan. GovState offers flexible payment plan options each term through TouchNet, our secure online payment system.

Getting Started: Enrolling in a payment plan is simple — just log in to TouchNet and select the plan that works best for you. A one-time, non-refundable $40 setup fee is due at the time of enrollment.

How Payments Work: Once enrolled, your monthly payments are automatically scheduled and processed on their due dates — no additional action required. Payments can be deducted from a checking or savings account, debit card, or credit card.

Important note for bank account payments: If you choose a checking or savings account as your payment method, please allow up to 14 days after entering your bank routing and account numbers to complete the verification process. Plan accordingly to avoid any delays in your first payment.

Late and Missed Payments: If a payment is declined or does not process due to insufficient funds, a $25 fee will be added to your student account for each missed installment. Students who have not met prior payment plan obligations may be ineligible to enroll in a payment plan in future terms.

Please visit the TouchNet Payment Plan Options webpage for more information about the current academic year’s payment plan options.

Refund Process

Tuition Refunds at GovState: Life happens — and GovState's refund policy is designed to be straightforward and fair.

Full Refunds: Students who drop a course on or before the published 100% refund deadline are entitled to a full refund of tuition and fees. Check the academic calendar for your term's refund deadline before making any changes to your enrollment.

Other Refund Situations

Refunds may also be issued in the following circumstances:

  • Excess tuition payments or financial aid credits
  • Death of a student
  • Documented disability
  • Extreme hardship
  • Institutional error

How Refunds Are Issued: Refunds are processed by check or direct deposit. Federal regulations allow up to 14 days for the refund process to complete. Students who have set up direct deposit can expect faster processing than those receiving a paper check.

Please visit the Student Accounts and Billing webpage for more information about the student refunds process.
