  1. Purpose

    Due to limited campus parking and to ensure the maximum use of campus space, the University must regulate the parking of all faculty, staff, visitor, and student operated motor vehicles, including motorcycles. 

  2. Definitions

    Parking and Traffic Committee: Comprised of three members selected by the Presidents of the Civil Service, Faculty and Student Senates, and led by the Director of Public Safety. 

  3. Policy
    1. Regulations
      1. Parking on University property is only permitted within areas/lots designated specifically for parking.  Parking in University parking lots is governed by signs posted at the entrances.  Motorcycles must be parked in areas/lots designated as “Motorcycle Parking.” Posted parking information has precedence over any conflicting parking map. 
      2. The University reserves the right to close any facility, including parking lots, at any time. 
      3. Responsibility for finding an authorized parking space rest upon the vehicle operator.  Lack of space is not a valid reason for violating regulations.  Vehicles must be parked entirely within the boundaries of a parking space. 
      4. The University is not liable for damage to or theft of the vehicle or its contents while parked on University property. 
    2. Parking Permits

      Permits are issued by the Department of Public Safety (DPS).

      1. Parking at Prairie Place is only permitted with a valid permit appropriately displayed. 
      2. Overnight parking in other areas/lots is prohibited, except as approved by DPS. 
      3. Handicapped parking in designated areas/lots requires a state issued placard/plate or a temporary handicap permit issued by DPS. 
      4. Those needing to park at the loading dock for events at the Center for Performing Arts can obtain temporary permits. 
    3. Penalities

      1. Violations of the above regulations may subject the violator to citation(s), fines, towing and other possible penalties as noted on the citation.
      2. Failure to satisfy the penalties assessed may result in billing and collection by the University, late fees, and/or a hold on a student's account. The due date for penalties will be one month from the date the citation is issued. 
      3. Other violations which may be subject the vehicle operator to penalties, including towing, include:
        1. Performing major repairs or oil changes on campus
        2. Unlawful parking in a handicapped zone
        3. Blocking a fire lane
        4. Unlawful parking in a restricted area
        5. Operating a hazardous vehicle
        6. Abandoning a vehicle
      4. The registered vehicle owner will be considered the operator and is responsible for any violation and associated penalty(s), unless acceptable evidence to the contrary is provided. 
      5. A vehicle towed off campus is the responsibility of the vehicle operator.  The University is not liable for damage or inconvenience caused by a vehicle being towed.  When an operator seeks to recover a towed vehicle, towing companies will require proof of ownership, valid insurance, and a tow release report issued by DPS at a fee of $5.00 per report. Vehicle operators are also required to pay all applicable fees to the tow company.

  4. Appeals
    1. Individuals disagreeing with citations can appeal them in writing to the University's Parking and Traffic Committee by submitting a Parking Ticket Appeal Form obtained from DPS within tend day of the violation.  The decision of the Parking and Traffic Committee is final and not subject to further appeal. No charges will be incurred until after an appeal is denied. 
    2. Appeals may be granted for reasons including but not limited to:
      1. Ticket issued incorrectly because vehicle was parked in accordance with the regulations. 
      2. Vehicle was exempt from regulation because the signage or regulation was unclear. 
      3. The person receiving the citation was not the owner of the vehicle.
