Policy Statement
The University will display the U.S., state, and other official flags in accordance with federal and state laws, including but not limited to the Illinois Flag Display Act, 5 ILCS 465/, as follows:
- Flags purchased by the University for purposes of complying with this Policy must be made in the United States and must be not less than ten by twenty feet in size.
- Proper flag etiquette shall be followed.
- It is a violation of this Policy for any person to willfully injure, deface, or destroy a flag, flag- staff or pole erected and arranged for purposes of carrying out this Policy and may result in a fine of no less than one dollar and no more than fifteen dollars in addition to other disciplinary action.
- The U.S. and state flags shall be flown at half-staff only upon the recommendation of the Governor of the State of Illinois or the President of the United States, or as otherwise required by federal or state law. Facilities Development and Management shall be responsible for monitoring for and ensuring compliance with flag honor alerts.
- The U.S. and state flags shall be flown from eight o’clock a.m. to five o’clock p.m. on each and every legal holiday and on such other days as the University Board of Trustees may determine.
- Other official flags may be flown with the approval of the President of the University.
Purpose
The purpose of this Policy is to demonstrate the University’s status as an Illinois State institution as well as its commitment to honor those who have served our country, while complying with all applicable laws, regulations, and policies.
Scope
This Policy applies to all members of the University community.
Roles and Responsibilities
The President delegates Facilities Development and Management the duty and responsibility of preparing procedures and processes to operationalize and ensure compliance with this Policy.
