INCORRECT.  If the health or safety of the student or others is at issue, information that is readily available should be disclosed.
 
General Rule FERPA specifically allows disclosure of student information in case of health or safety risks to the student or others. The threat to health/safety must be "articulable and significant." Any type of health or safety emergency must always be notified to the school officials, but in course of the emergency, if the information is available it should be disclosed.
